Smith edged Chuck Boyd-Snee 5 and 3 to succeed George Cram Jr. as the twin cities' champion.
Roger McKinnon was medalist with a one-over-par 71.
Smith beat McKinnon, Jim Fowler and Ed Schmidt, while Boyd-Snee beat Loyd Orser, Al Shriner and Pat Morrissey.
