FARGO (AP) - Police say an 11-year-old boy and an 11-year-old girl have been referred to juvenile authorities after a fake bomb led to the evacuation of a south Fargo apartment complex last week.

Authorities found a package with a note reading, "This is a bomb" in an apartment complex Nov. 30. Residents were evacuated and the Red River Valley Regional Bomb Squad destroyed the package, which was found to be fake.

Police offered a $500 reward for information. Sgt. Jeff Skuza said a tip led to the children, who were referred to juvenile authorities to consider terrorizing charges.

Separately, authorities said they will not seek criminal charges against an artist whose sculpture caused a downtown bomb scare in October.

The sculpture was a computer tower with wires going into a mannequin's head inside the tower.

Police evacuated businesses and apartments Oct. 29, after Moxie Java coffee shop owner Nancy Nerland told authorities she found the item in the alley behind the coffee shop.

The sculpture eventually was destroyed. Artists said they were trying to create art out of discarded items.

The FBI found no grounds for criminal prosecution, FBI Special Agent Paul McCabe said.
