Bill sets guidelines for high school tournament sites

North Dakota's Senate is setting rules for scheduling high school tournaments, to try to aid communities that want to attract sports or scholastic events.

Legislation endorsed 30-16 by the Senate on Tuesday requires the state High School Activities Association to publish an annual list of events it expects to schedule in the following year, along with a description of the site selection process and a meeting schedule for committees in charge of picking locations.

Once a tournament site has been chosen, the event cannot be moved without at least two years' notice or the agreement of the host facility, the bill says. The notice requirement may be waived if bad weather or an emergency makes a shift necessary.

The legislation now moves to the North Dakota House for additional work.

"It became apparent that the Activities Association has a process for tournament selection that appears to be working," Sen. JoNell Bakke, D-Grand Forks, said on the Senate floor Tuesday. "However, the problem may exist that the process is not generally known or understood by the general public."

Sen. Ben Tollefson, R-Minot, introduced the legislation after a state wrestling tournament was moved from Minot to Fargo because the Minot State University dome could not hold the eight wrestling mats the meet required.
