North Dakota's medical watchdog panel has revoked the license of an 82-year-old Grand Forks gynecologist accused of bilking Medicare.
Federal officials also ordered Richard Leigh to repay about $22,000 to the federal health insurance program, said Rolf Sletten, executive secretary of the state Board of Medical Examiners.
Leigh, who ran his own clinic in Grand Forks, was accused of defrauding Medicare from 2001 to 2004, the board said.
Leigh got his state medical license in 1949. The order revoking his license was final on Tuesday.
"It's a bad end to a long career," Sletten said.
Leigh has retired and likely moved out of state, Sletten said Thursday. A telephone number listed for Leigh in Grand Forks has been disconnected.
Medicare is a federal health insurance program for the elderly and permanently disabled.
Assistant U.S. Attorney Keith Reisenauer said no criminal charges have been filed against Leigh.
The state medical board also restricted the medical license of a Rolla doctor accused of giving inappropriate care to five pregnant women.
Mallory Leon, 53, who worked at the Rolla Clinic in Rolette County, has moved to Corona, Calif., the board said. She received her North Dakota medical license in 2001.
"There were some real serious concerns about quality of care in some complicated (obstetric) cases," Sletten said. Leon worked at the clinic as a family practitioner, he said.
In other action this month, the board put on hold a suspension of a Montana urologist accused of failing to disclose misdemeanor hunting convictions in Montana and South Dakota on his North Dakota medical license renewal application.
Michael Kuglitsch, 54, of Butte, was fined $4,000 and ordered to attend an ethics course to keep his medical license in North Dakota, Sletten said.
Kuglitsch is one of a number of doctors who may not live in North Dakota but hold licenses to practice in the state, Sletten said.
