GRAND FORKS (AP) - Complaints against an oral surgeon accused of inappropriately touching female patients should be dropped, an administrative law judge says.
Dr. Greg Frokjer, of Grand Forks, denies the allegations.
Administrative law judge Allen Hoberg made his recommendation to dismiss the complaints to the state Board of Dental Examiners on July 20.
Hoberg found that, in the cases of the four women, plus a fifth complaint involving the collective allegations of the four, "the facts do not show, to a preponderance of the evidence" that Frokjer "acted in an unprofessional and dishonorable manner inconsistent with the standard of care for a dental practitioner in his community."
The four women accused Frokjer of unprofessional conduct and inappropriate touching during presurgical physical exams. Frokjer said he was performing routine physicals needed before surgery.
Hoberg, in his recommendation to the dental board, said "the evidence shows that the complainants' perceptions of reality are not in accord with reality."
Hoberg heard testimony during a May hearing on the complaints.
