FARGO (AP) - Police say a man arrested after a nearly nine-hour standoff in south Fargo was involved in a standoff 15 years ago that led to the creation of a SWAT team.
Fargo police arrested Leonard Ritter, 55, just before 8 p.m. Wednesday after he jumped from a second-floor apartment balcony.
They said Ritter was arrested in September 1994 after a two-hour standoff in which he threatened neighbors and police. Cass County Sheriff Paul Laney said a regional SWAT team formed after that incident.
Authorities said the Wednesday standoff started about 11 a.m., with a report of a man threatening someone in the apartment hallway. Police Lt. Steve said Ritter fired a handgun at a SWAT robot after it breached his apartment door.
Lynk said Ritter had been given an eviction notice. He said guns were found inside the apartment.
