NEW ENGLAND (AP) - The women's prison here is ready to start construction on five detention cells, though some bids have come in over estimates.

General, mechanical and electrical contracting bids for the cells at the Dakota Women's Correctional Rehabilitation Center were accepted last week by the Southwest Multi-County Correctional Center board, which over sees the southwestern North Dakota prison.

Architect Arnie Hanson estimated the addition general construction cost at $265,000, but the lowest bid came in at $367,000.

"This was a substantial amount over the probable cost for general contractor, but it looks good as far as mechanical and electrical," prison Operations Administrator Colby Braun said.

"But we have to move forward, one way or the other."

Financial adviser Susan Ritter said another loan or the restructuring of existing loans may be needed to pay for the construction.

The new addition would be connected to the prison's main buildings by a 20-foot corridor. The expected completion date is next April.

The board of directors also adopted a budget at Thursday afternoon's meeting. It projects $5.9 million in overall revenue and $5.6 million in operating costs.

"Right now, we're where we need to be," Braun said. "My biggest concern is basing the budget off 100 inmates when we're averaging 105."
