A Bismarck man who once built a pipe bomb that blew off another man's arm is slated to be sentenced in federal court in June for making more bombs last summer.
Doug Feist, 31, pleaded guilty on Thursday in federal court to charges of possession of ammunition by a convicted felon and conspiracy to manufacture and possess a destructive device. He is slated to be sentenced on the charges on June 9.
Feist faces a maximum penalty of 15 years in prison and a $500,000 fine. According to a plea agreement, prosecutors will recommend a sentence of at least five years and 10 months in prison.
Prosecutors on Thursday said they agreed to dismiss charges of unlawful making of a firearm or destructive device and unlawful possession of an unregistered firearm or destructive device in exchange for the guilty pleas.
Feist is accused of making pipe bombs over the summer with the help of another person who was not named in the indictment. Authorities said Feist used explosive material from fireworks to build a pipe bomb used to blow up a pump house in Kidder County.
Feist faces a separate charge in Burleigh County of possession of explosives. His trial in that case will be scheduled after he is sentenced on the federal case. He faces up to five years in prison for that charge.
In 2004, Feist was charged with possession of a bomb or explosive device after Andrew Greff detonated a pipe bomb at the "Desert," which blew off Greff's arm. Feist remains on probation for the resulting conviction and faces an April 17 revocation of probation hearing.
Earlier that year, Feist and Greff were charged with reckless endangerment after police found poisonous snakes in a Bismarck apartment. Feist was acquitted, but Greff pleaded guilty and was sentenced to one year in jail with six months suspended.
Feist's criminal history also includes convictions for setting off fireworks in a Burleigh County public bathroom and detonating a Molotov cocktail in Morton County.
Feist remains in federal custody. U.S. Magistrate Judge Charles Miller ordered him held in custody in December, deeming him a flight risk and danger to the community.
