Bismarck woman charged with neglect

A Bismarck woman has been charged with abuse or neglect of a child for allegedly kicking her niece in the stomach.

Priscilla Bullbear, 28, was charged Wednesday with the Class C felony. She was arrested Thursday on a warrant when police came in contact with her during an investigation into a domestic dispute.

South Central District Judge Gail Hagerty set bond for Bullbear at $3,000 cash and prohibited her from using or possessing alcohol.

Bismarck Police Lt. Randy Ziegler said Bullbear went to a Bismarck emergency room on April 13 after being punched in the face by her sister. Officers spoke with the sister, who said she punched Bullbear after seeing Bullbear kick her daughter in the stomach.

Burleigh County Assistant State's Attorney Cynthia Feland said alcohol was involved.
