3:45 p.m. - FARGO (AP) -- Lottery sales in Minnesota have been hurt by North Dakota's new lottery, but retailers in some border cities still are near the top in ticket sales in Minnesota, an official said.

During the current seven-week jackpot run, Powerball purchases are down 61 percent in Moorhead compared to last year, 60 percent in East Grand Forks and 41 percent in Breckenridge, said Todd Maki, a research analyst with the Minnesota lottery office. The three cities are along the North Dakota border.

However, the sale of scratch-off tickets, which are not sold in North Dakota, have kept border retailers near the top in Minnesota lottery sales, Maki said. Three Moorhead retailers and two in East Grand Forks were among the top 10 Minnesota lottery retailers for the fiscal year ended June 30.

North Dakota joined the Multistate Lottery Association and its Powerball game on March 25.

There were no winners in Wednesday's Powerball drawing. The prize goes to an estimated $215 million for Saturday.
