Bismarck police are searching for a high-risk sex offender who failed to tell authorities he was moving out of his apartment.
Sgt. Mark Buschena said Raphael August Byzewski Jr. was living at 501 Memorial Highway No. 9 on July 25. North Dakota Parole and Probation informed police on July 31 that Byzewski had moved out of the apartment on July 29.
Byzewski has not been located and has not been in contact with the Bismarck Police Department. Since Byzewski is a high-risk offender, he is required to register with law enforcement for the rest of his life. Sex offenders are required to inform law enforcement agencies in the jurisdiction they are leaving and the jurisdiction they are moving to of their address and other identifying information.
Byzewski was convicted in May 1993 of two counts of gross sexual imposition. One count was brought after Byzewski had sexual contact with an intoxicated 14-year-old girl, and the other was brought after he forced a woman to engage in a sexual act. The incidents occurred in Grand Forks.
Bismarck police said in April that Byzewski had moved to Bismarck from Fort Yates.
Byzewski, 34, is an American Indian with black hair and brown eyes. He is 5 feet, 8 inches tall and weighs 250 pounds. He has multiple tattoos on his arms and shoulders.
Buschena said anyone with information about Byzewski's whereabouts should contact the Bismarck Police Department at 223-1212, Bismarck Area Crime Stoppers at 224-TIPS (224-8477) or a local law enforcement agency.
