Police search for high-risk sex offender

Bismarck police are searching for a high-risk sex offender who has been evicted from his apartment.

Lt. Dan Donlin said Earland McKay, 27, moved out of his apartment at 624 S. Hannifin St. on May 14 after being served an eviction notice on May 9. Police last had contact with McKay in person on March 21.

Registered sex offenders are required to notify law enforcement within 10 days of a new address. McKay has not notified the Bismarck Police Department of a new address.

The department is forwarding reports to the Burleigh County state's attorney's office for a possible charge of failing to register as a sex offender.

McKay was convicted of corruption of a minor in December 2002 in Ramsey County. He was charged with the offense, along with terrorizing, after his girlfriend caught him engaging in sexual intercourse with a 15-year-old girl.

When the girlfriend confronted McKay, he beat her, threatened her with a rifle and fired a shot at her fleeing children.

Donlin said McKay is considered dangerous based on his criminal history.

McKay is described as an American Indian with black hair and brown eyes. He is 5 feet 3 inches tall and 130 pounds.

Anyone with information about McKay's whereabouts is asked to call the Bismarck Police Department at 223-1212, the Bismarck Area Crime Stoppers at 224-TIPS (224-8477) or a local law enforcement agency.
