Plaque to be unveiled during Constitution Week

A plaque commemorating former Supreme Court Chief Justice Warren Burger will be unveiled Sept. 18 by Bismarck's very own U.S. Constitution enthusiast, Floyd Boutrous, as part of this year's Constitution Week celebration.

The ceremony will be held inside the House of Representatives chamber at the state Capitol. The plaque later will be placed in Bismarck's federal building.

Century High School's band and choir will perform during the ceremony.

The day's activities also will coincide with the anniversary of the laying of the nation's cornerstone, which happened on Sept. 18, 1793.

Speakers at the event include William Neumann, executive director of the State Bar Association, Gen. David Sprynczynatyk of the North Dakota Army National Guard and State Supreme Court Chief Justice Gerald VandeWalle.

Boutrous, a 91-year-old Bismarck native who is organizing the event, has spent much of his life promoting Constitution education, earning him the moniker of "Mr. Constitution."

"It's an important occasion to recognize the Constitution, something we're all eager to support," said Roger Bailey, executive director of the North Dakota Newspaper Association, who is helping organize the event. "It's nice to have somebody like Floyd behind us and leading us."
