GRAFTON, N.D. (AP) - The Grafton City Council has voted to ban topless dancers in bars.

Mayor Todd Burianek proposed the ordinance in January after a local bar hired two topless dancers. It failed on a 6-4 vote, but three council members changed their votes this week and the measure passed 7-3.

Burianek says studies show that topless dancing can have negative side effects, like prostitution and an increase in drug trafficking.

Last Chance Saloon owner Paul Gudgel says he's not done fighting. He says topless dancers make money for his business.

The ordinance in Grafton is patterned after those in Grand Forks and Mandan. It bans topless dancing in a business if alcohol is served.
