A Mandan woman has been charged with child abuse after witnesses reported seeing her pulling her child down the street.
Pamela Seidel, 25, was charged with the Class C felony on Friday, as well as Class B misdemeanor fleeing on foot.
South Central District Judge Sonna Anderson set bond for Seidel at $1,500 cash or surety.
Mandan Police Sgt. Jay Gruebele said officers were called to Third Street Southeast at 11:19 p.m. Thursday for a report of a woman pulling a car seat, which held her less than 1-year-old daughter, by a dog leash down the street.
Cars had to swerve to avoid hitting the car seat, which was black and barely visible in the dark, Gruebele said.
Seidel also is accused of running from officers when they arrived on scene, Gruebele said. He said she was very intoxicated.
