Proposal moves forward

In what might have been the last meeting of the advisory committees for the Burleigh County Comprehensive Land Use Plan, it was recommended to forward the document to the county's Planning and Zoning commission for a public hearing and recommendation to county commissioners.

Members of the policy and technical advisory committees gathered Wednesday to look at changes made to the plan coming out of last week's meeting. SRF Consulting's Cindy Grey, who is authoring the document, participated via conference call and detailed the changes she had made.

The updated draft is available at www.burleighcountycompplan.com. Paper copies also will be available at the schools in Wing and Wilton, the Bismarck Public Library, Bismarck planning department and the city of Lincoln's auditor's office.

A public forum on the comprehensive plan is scheduled from 7 to 9 p.m. May 15 at the Horizon Middle School cafeteria.

On May 28, a presentation will be made at the Bismarck Planning and Zoning commission meeting for informational purposes only. The Burleigh County Planning and Zoning Commission will hold a public hearing on the plan June 11. And the Burleigh County Commission will hold a hearing on June 16.

After going through a variety of changes made to the plan, it was motioned by Mel Fischer, representing Bismarck's Fire and Inspections Department, to recommend the plan to the Burleigh County Planning and Zoning Commission.

Burleigh County's Jon Mill seconded the motion, pointing out that most of the plan's content are just recommendations. It will take new ordinances and ordinance revision to give the plan any teeth.

The commission will hold the public hearing and make a recommendation to the Burleigh County Commission.

Bismarck planning department's Gregg Greenquist said that changes can be made to the plan by either of the commissions during the hearing process. It will be up to the Burleigh County Commission on whether to adopt the comprehensive land use plan.
