An inmate at the Bismarck Transition Center escaped through a window late Sunday night.

Arthur Moses Feather, 29, entered the facility on July 20 and was supposed to serve until Aug. 1 to fulfill a sentence passed down in Bismarck Municipal Court, said Sgt. Mark Buschena, of the Bismarck Police Department. Feather was convicted of driving under the influence, Buschena said.

The Bismarck Transition Center, a 155-bed facility at 2001 Lee Ave., works to ease selected male prisoners back into the community and to relieve the overcrowded conditions in the prison system.

Feather left the facility sometime between 11:30 p.m. Sunday and 12:30 a.m. Monday, Buschena said.

Feather apparently pulled off a window screen in an empty room on the first floor and escaped through the window, said Marcie Conmy-Fisher, director of the Transition Center.

Conmy-Fisher said inmates at the center are checked on every hour. Escapes are rare, she said.

"He'll make number six in four years," she said.

Buschena said staff searched the facility and the surrounding area for Feather, but he has not been located.

Feather has been charged with escape, a Class C felony, said Burleigh County Assistant State's Attorney Cynthia Feland. If convicted, Feather could face up to five years in prison and fines of $5,000.

Feather's last known address is at 103 E. Bismarck Expressway. He is described as 5 feet 8 inches tall and 190 pounds. He is an American Indian and has black hair and brown eyes.

Conmy-Fisher said Feather is not considered dangerous.
