North Dakota House votes on constitutional amendments

A summary of the North Dakota House's votes Friday on nine constitutional amendments. Two amendments were approved and seven were defeated. Votes are in parentheses. The two that were approved now go to the state Senate for its review.

APPROVED

HCR3016: Allows North Dakota legislators to be appointed to state government offices if they vote to raise the job's pay, as long as the pay increase isn't greater than what is given to state workers in general. The constitution now says a legislator can't be appointed to a state office if he or she votes to raise the pay for the position. (Approved, 88-3)

HCR3045: Restricts the Legislature's ability to spend the principal of North Dakota's permanent oil tax trust fund. (Approved, 87-3)

DEFEATED

HCR3011: Required 60 percent approval from the state House and Senate to increase North Dakota's sales, income and motor vehicle excise taxes. (Lost, 57-34)

HCR3018: Required 60 percent approval from the state House and Senate to spend Bank of North Dakota profits. (Lost, 91-0)

HCR3019: Specified that the college presidents in North Dakota's university system report to the chancellor, and changed the job's constitutional title from commissioner to chancellor. (Lost, 49-42)

HCR3052: Allowed the Legislature to establish an intrastate North Dakota lottery and scratch-off ticket games. (Lost, 75-14)

HCR3053: Abolished the North Dakota Constitution's restriction on appointment of legislators to state government jobs. (Lost, 88-3)

HCR3054: Suggested that the Legislature meet for no more than 60 days in odd-numbered years, and for no more than 20 days in even-numbered years. (Lost, 54-37)

HCR3055: Required the Legislature to reorganize the executive branch of state government into no more than 25 departments. (Lost, 69-22)
