Wayne Goter adjusts his new black robe with the help of South Central District Judge Gail Hagerty during a ceremony officially recognizing Goter as a judicial referee on Tuesday at the Burleigh County Courthouse in Bismarck. Also helping Goter slide into the robe was fellow judicial referee John Grinsteiner. In the background to the left is North Dakota Supreme Court Chief Justice Gerald W. VandeWalle. Goter has been with the Public Defenders office since 1991 and before that he was a prosecutor for six years. Goter will oversee cases involving juveniles, small claims and child support issues among other duties. "I've lived in those courtrooms all those years. If the bailiff retires I would have done it all," Goter joked.
