Making downtown Bismarck work requires more parking.

The city enjoys a downtown that's an asset to the community, unlike many cities where the center of the city has become an eyesore and an economic disadvantage. It's important to keep what's in downtown Bismarck and continue to expand upon it.

Having enough parking is part of the equation for a healthy downtown.

It's also important that Bismarck has become a regional medical center with a strong reputation. It means jobs. It means access to quality care. It means people travel to the city for medical attention and while they are here add to the economy. Adequate downtown parking is a part of that regional medical center package.

St. Alexius Medical Center is in the process of creating room for 90 parking spaces. And, proponents say that will not diminish the demand for downtown parking.

The city has been looking at this issue for a number of years. Sticker shock makes it a hard-to-close deal on building a parking ramp. Four years ago, the last time numbers were crunched, a 400-vehicle ramp was estimated to cost more than $5 million. It's likely the cost of construction would be carried by city-issued bonds and tax increment program.

Right now the city is looking at two sites: one-half block between Broadway and Thayer and another near the library.

We support Bismarck taking a reasoned and thoughtful approach to this issue.

Gambling kiosks would be a bad bet

The North Dakota Racing Commission wants to install 100 walk-up wagering kiosks to increase horse racing’s off-track betting. Without increased betting, horse racing may be in its dying stages here.

The racing commission helped fund the North Dakota Horse Park in Fargo, but that considerable investment has not paid for itself.

Gambling has a solid stake in North Dakota. You can wager at casinos and in bars and lounges. You can play bingo and buy lottery tickets. The individual pieces of the pie are shrinking. That may be about the free market when it comes to games of chance, however, gambling comes with its own set of issues: community-based charitable gaming, gambling addiction and support of nonprofit organizations.

The horse-racing kiosks split the pie one time too many. And they raise the stakes for social problems. The racing commission should leave well enough alone.

I won't go into the amount of money I've spent on parking tickets because of not moving my car on time due to illness or simply trying to enjoy a day off in my home without having to do the 90 minute shuffle 5 times a day. I shop Wal Mart, KMart, and Target cause even though they are crowded, they sell the same thing as the stores downtown but at a cheaper rate. PLUS the lights are a deal breaker for me. I can't stand the way street lights are synchronized and managed here. I've never seen so many lights!?! Almost as if a kickback is evident. Hhmmm. "

" Downtown businesses are clueless. I work downtown and cannot even shop during my lunch hour because downtown businesses refuse to shovel their sidewalks except a track in front of their door. I have to park 4 blocks from where I work because the fees for the parking garage are outrageous. The only downtown business that shovels their sidewalk is the Presbyterian Church. I work in an office with 60 some employees and there is someone who has fallen every day for the past few weeks because of mindless downtown business owners and a city who loves to ticket your car but does not ticket local businesses who refuse to clear their sidewalk. Isolated little cities like Bismarck, often suffer from feelings of inadequacy. They are left wanting, for whatever reason, and always try to emulate something they are not. "

" Bismarck's downtown is a sterile shell of mostly uninteresting buildings and parking lots, devoid of the greenspace and gathering spaces that make many downtowns attractive. One needs only to look across the river to Mandan to see a downtown that is being nicely revitalized. Fargo's downtown Broadway project is another great revitaliztion.

Bismarck's downtown is a stop and go destination. People go there to do their business, then leave. There are no real attractions to draw people to Bismarck's downtown as the place to do some leisurely shopping and enjoy an afternoon. Much less as a desireable place to live as some have tried to promote.

More parking is a good idea but that parking will be additional spaces for the hospitals, the city and county, and other employees. I'd like to hope that additional parking would encourage downtown employees to park elsewhere than the streets and stop the perpetual 90 minute gottamovethecar hustle but I doubt that will be the case.

What Bismarck's downtown really needs is an injection of soul. A revitalization that makes it an interesting destination, not a stop and go office district. That would be good for the community and good for downtown. "
