GRAND FORKS (AP) - Another swastika has been found on the University of North Dakota campus. Four members of UND's anthropology department say campus administrators are not doing enough to address the problem of "institutionalized racism."

The latest swastika was discovered Friday at University Place apartments - the sixth university housing unit marred with swastikas or other racial graffiti in recent months.

UND spokesman Peter Johnson said campus police have a suspect in the latest incident and have forwarded a report to the Grand Forks County state's attorney's office for possible charges.

More than one-third of campus housing units have been vandalized with racially charged graffiti since February. A student has been charged with disorderly conduct in one of the incidents. UND Residence Services also has disciplined at least one student. UND President Charles Kupchella said federal laws bar the university from releasing the name of the student or students and the nature of those sanctions.

Kupchella, who has condemned the racial acts, issued another statement Friday, saying "these kinds of activities ... are NOT tolerated."

"When these occur, we follow the processes set out in the Code of Student Life and we act as swiftly and as decisively as possible," he said.

Members of UND's anthropology department, in a letter sent to the Grand Forks Herald, said campus administrators are not acting quickly and decisively.

"These are not isolated incidents but indicative of institutionalized racism on the UND campus," the letter said.

The letter also cites the recent yearlong probation handed down by UND's dean of students office to the Gamma Phi Beta Sorority for hosting a November party at which students dressed in stereotypical American Indian garb and wore red face and body paint.

"We have seen the photographs, and frankly, we are appalled that the sentence handed down is not more severe," the letter said.

It was signed by assistant professors Ann Reed and Marcia Mikulak, associate professor Melinda Leach and office manager Jamie Rerick. They said that "A strong message needs to be sent to the UND and broader Grand Forks community that racism, anti-Semitism and other acts of hatred will not be tolerated."

UND administrators have said student rights must be protected, and that no group is well-served by a rush to judgment.

" The best graffiti I ever saw; Kensington, Maryland. The Mormon Temple. You can see it for miles on the Beltway. It looks like the Emerald City from the Wizard of Oz and in fact, is called that on CB radios by the truckers. It's a well known land mark. Just to the east of it a railroad bridge crosses the highway. Someone spray painted "SURRENDER DOROTHY" on the span. Hillarious. "

From where I live, I see graffitti EVERYWHERE..My teenage sons laughed at most of the writing.WHY? Because they make no sense..For instance... on a business wall , we have written in red...PIRU-Bloods..come on now..we looked this up..these are supposedly rival gangs..so they obviously never should be in the same sentence , same wall..other meaningless name....GOLN..Supposedly..Guardians of the Lakota Nation....Come on now..!!! Why as a LAKOTA, would i want some one who has no respect for other peoples property trying to guard me?? I am the one needing protection from these kids..
YOu see, things like this are everywhere.....writings, graffitti,,graffic pictures i wouldnt even show my grandchildren.. I dont even take my granddaughter to the store anymore because of the pictures painted on the side of the store..GROSS.. who would right?
I think it all narrows down to respect..Not only for others but for ourselves..personally..as a person..
this person obviously got shunned somewhere in life and now is wanting attention..and he/she has it..

" Is there a question about acceptable behavior in a civilized society, and is there something that is considered "normal behavior"? I think most people can agree that there is such a trait. It separates the boorish from the civilized. Or have we evolved in the past decade or so into a social order that makes its rules of behavior to be whatever each person wants it to be? I would like to ask NdOkie, or anyone else that feels similarly, why these individual people's actions reflect upon the education they may, or may not, be receiving at UND? Nothing states that everyone involved in these appalling acts are students. I just question what happened to personal responsibility and holding a person responsible for their behavior, instead of offering up a convenient scapegoat, such as parents, teachers, schools, etc. Even people who had the best upbringing, schooling, opportunities, ect., can commit heinous acts!! " Where I come from, these acts are called "hate crimes." They are prosecuted as such, regardless of who the perps are. Typically, such bigotry, while overtly targeted toward non-whites, also spills over into maltreatment of women, LGBT persons, and anyone who doesn't share their ideology. I have to wonder if UND is really doing any educating up there if they have students who can act so stupidly. My guess is that whoever is doing this is not doing well in their studies.

But it hopefully also gives them critical thinking skills and a way to connect head and heart so they can become the best possible human beings. Education--like religion--should make us more human (and humane), NOT increasingly barbaric. "

" That's a very good point LDH. College isn't meant to create clones, it's supposed to help people to think for themselves. Sometimes that might mean thinking and acting 'outside of the box'. By the time they get to college, these young people are adults. Their 'molding' is already done by the parents, peers, primary and secondary education. You're always going to get some people who do the wrong things and I agree that the college shouldn't allow harmful behavior, but it isn't the college's place to make them 'normal'. "

" I read these reports with dismay: it is a shame that some one chooses to express him/her self this way, for whatever reason, be it for amusement or anger. The reaction to this incident is perhaps over the top--that may be just the reaction the perp was hoping for. However, some of this behavior does not come as a surprise--the campuses of higher education have tolerated bad behavior since the 60's, and they have abdicated their responsibility (that comes with their authority) long ago to exercise direction over the young minds that come to their place of learning. It is their responsibility to mold the young mind to the norms of society--proper behavior is part of being a grown-up in a civilized society. Perhaps our educators no longer recognize nor value this virtue--perhaps they do not have it themselves. We allow our young to become educated (?) and to become more coarse in their behavior? That is what we are paying for? "
