GRAND FORKS, N.D. (AP) — State House Minority Leader Merle Boucher says he will make another run for governor.

The state representative from Rolette said Tuesday that he will seek the Democratic Party endorsement to run against two-term Republican incumbent Gov. John Hoeven.

Boucher said he believes state government has become complacent.

``What we're looking for across the state of North Dakota is not only a change in a new leader but a change in the way we think,'' he said.

Boucher sought the Democratic endorsement in 2004, but state convention delegates instead picked Bismarck businessman Joe Satrom, a former state senator. Satrom lost to Hoeven.

State Sen. Tim Mathern of Fargo also has announced plans to seek the Democratic Party's nomination for governor this year.

Boucher, who lists his occupation as a farmer and consultant, has undergraduate degrees from North Dakota State University-Bottineau and Mayville State University. He has been a member of the House since 1991.

Boucher was holding news conferences in Grand Forks, Fargo and Bismarck on Tuesday and in Minot on Wednesday to announce his candidacy. He promised a campaign of substance.

``We're going to do more than hold pep rallies across North Dakota talking about accomplishments and about things that excite people from a standpoint of popularity,'' he said. ``We're going to talk about the nuts and bolts of what needs to be done to move this state forward.''
