Three Affiliated Tribes chairman Tex Hall will have a shot at an unprecedented third consecutive term following Tuesday's primary election on Fort Berthold Indian Reservation.Some 2,000 voters turned out to pick two candidates from among nine to advance to the general November election.
Hall received 485 votes to advance, while the top primary vote getter was tribal vice chairman and challenger Marcus Wells Jr. with 607.
A good distance behind them and odd man out of the election now is tribal council secretary Nathan Hale, of Mandaree, with 245 votes.
The numbers are unofficial, pending certification by the tribal election board.
Hall is already the first Three Affiliated Tribes chairman to serve two consecutive terms by winning in 1998 and 2002.
He said his second-place showing in the primary was the result of so many candidates cutting into the vote total.
With the field cleared to two, "It's a whole different ballgame," Hall said.
Wells said he expected to do well because he believes tribal members are looking for redirection and change.
He said has developed a platform of 15 objectives based on communication with people in the reservation segments.
He said he wants to be a listening candidate and a chairman whose administration spends within revenue and leads a council that works as a team.
Wells has been on the tribal council for eight years.
Other candidate totals were Elgin Crows Breast, 138, Ambrose Hosie Jr., 11, Elton Spotted Horse, 47, Ramona Two Shields, 200, Virgil Wilkinson Jr., 41, and Annette Young Bird, 176.
Hall said he plans to campaign hard for a third term.
He said if re-elected, he wants to continue to work on water distribution to some 300 homes and ranches that are not yet connected to the rural system developed under the Dakota Water Resources Act. He also wants to finish a proposed clean fuels refinery with a projected $100 million in annual gross revenue and follow through on a $48 million appropriation to build a hospital on Fort Berthold.
Hall said hopes to accomplish those goals, plus bring tribal spending under control and oversee passage of a new tribal constitution.
Currently, the tribal council has a temporary layoff in effect for 40 employees, pending a 2007 budget review in October.
Hall said he also wants to look at his statewide political options, but has yet to decide which party he'd choose for affiliation.
He said Democrats take Indian country support for granted and that reservation members have affiliated with the Republican Party.
Rep. Dawn Charging was elected in 2004 on the GOP ticket to represent District 4, including the reservation. Former Standing Rock Sioux Tribe chairman Charlie Murphy is running on the Republican ticket for a House seat from District 31 against Democrat incumbents Rod Froelich and Jim Kerzman.
